As part of its ongoing efforts to support entrepreneurs and strengthen the Syrian business environment, the Syrian Businessmen Association (SURIAD) organized its first session of the 2026 Syrian Business Dialogues series in Istanbul, under the title \u201cLegal Protection and Insurance Coverage for Entrepreneurs and Business Professionals in T\u00fcrkiye and Syria.<\/strong>\u201d <\/p>\n\n

The event brought together business owners, women and men entrepreneurs, doctors, engineers, and distinguished guests from the Syrian Consulate in Istanbul.The session was organized as part of SURIAD\u2019s 2026 project, supported by the United Nations High Commissioner for Refugees (UNHCR). The project aims to promote economic empowerment, facilitate access to the labour market, support entrepreneurship, and strengthen cooperation between Syrian and Turkish business communities. <\/p>\n\n

Networking and Professional Connections<\/h3>\n\n

The event began with an interactive networking session, allowing participants to introduce their companies, professional activities, and areas of expertise while exploring potential opportunities for collaboration. <\/p>\n\n

The session was moderated by Bedrettin Hatip, a sworn translator and court-appointed expert, who introduced the event\u2019s main objectives and highlighted the importance of regulatory compliance, legal awareness, and access to appropriate insurance instruments for sustainable business operations. <\/p>\n\n

Session One: Legal Protection and Regulatory Compliance for Entrepreneurs <\/h3>\n\n

Dr. Omar Bakkour, Legal Consultant and Founder of OB Legal Group, delivered a presentation on key legal considerations for entrepreneurs and business owners establishing or expanding their operations in T\u00fcrkiye and Syria. <\/p>\n\n

His presentation addressed four main areas:<\/p>\n\n

    \n
  • Market entry and legal rights:<\/strong> An overview of investment regulations, foreign investors\u2019 rights, company ownership, profit transfers, and legal safeguards and mechanisms for resolving commercial disputes. <\/li>\n\n\n\n
  • Regulatory compliance:<\/strong> Essential requirements for company establishment and licensing, different corporate structures, taxation, and applicable regulatory obligations. <\/li>\n\n\n\n
  • Real estate and commercial protection: <\/strong>Commercial lease agreements, intellectual property and trademark protection, including registration through the Turkish Patent and Trademark Office (T\u00dcRKPATENT), and legal mechanisms for resolving business disputes. <\/li>\n\n\n\n
  • Grants and business support: <\/strong>Legal frameworks and contractual obligations associated with accessing grants, institutional funding, and business support opportunities.<\/li>\n<\/ul>\n\n

    The presentation emphasized the importance of legal due diligence, proper documentation, and understanding regulatory requirements before entering into commercial relationships or launching new business ventures. <\/p>\n\n

    The discussion remained focused on general legal awareness and information sharing rather than individual legal counselling. <\/p>\n\n

    Session Two: Insurance, Credit Instruments, and Financial Risk Management <\/h3>\n\n

    Jamil Kabbani, Managing Partner at Armor Broker, delivered a presentation on insurance solutions and financial instruments available to businesses seeking to manage commercial and financial risks.He was joined by Dr. Zafer \u00dcnal, a Turkish Certified Public Accountant and Consultant with more than 20 years of professional experience in insurance and Turkish regulations. <\/p>\n\n

    The session covered three main topics:<\/p>\n\n

    Surety Insurance (Kefalet Sigortas\u0131)<\/strong><\/p>\n\n

    The speakers introduced surety insurance as an instrument that can serve as an alternative to certain traditional bank guarantees, depending on the transaction and applicable requirements. <\/p>\n\n

    The discussion covered different types of surety bonds used in tenders, commercial contracts, advance payments, VAT refunds, and urban transformation projects. <\/p>\n\n

    Value Added Tax Refunds (KDV \u0130adesi)<\/strong><\/p>\n\n

    Participants were introduced to VAT refund mechanisms available to eligible businesses, particularly exporters and companies engaged in transactions subject to reduced VAT rates. <\/p>\n\n

    The speakers also discussed how surety bonds may facilitate VAT refund procedures, subject to applicable tax regulations, eligibility requirements, and administrative procedures. <\/p>\n\n

    State-Supported Trade Credit Insurance (DDAS)<\/strong><\/p>\n\n

    The session explored the role of trade credit insurance in protecting small and medium-sized enterprises (SMEs) against the risk of unpaid commercial receivables.<\/p>\n\n

    Particular attention was given to T\u00fcrkiye\u2019s state-supported trade credit insurance system and the risks associated with domestic credit sales, including customer default, insolvency, and debt restructuring proceedings (Konkordato), subject to the applicable insurance coverage and conditions. <\/p>\n\n

    Interactive Discussions and Business Networking<\/h3>\n\n

    Throughout the event, participants engaged in interactive discussions with the speakers, addressing common legal and commercial challenges faced by entrepreneurs and business owners. <\/p>\n\n

    The session also provided an opportunity for participants to exchange professional experiences, explore potential business relationships, and strengthen their connections with legal and financial experts. <\/p>\n\n

    The event concluded with a networking lunch attended by participants and speakers, providing an informal setting for further discussions and professional networking. <\/p>\n\n

    This session forms part of SURIAD\u2019s broader efforts to promote economic empowerment, improve access to practical business knowledge, and encourage cooperation between Syrian and Turkish business communities. <\/p>\n\n
